The following people have been predominate figures in the Emergency Management world of Nova Scotia. They have all made great contributions to our organization as well as performed as some of our greatest supporters along the way.
Due to their contributions to our organization, they have been presented with Honourary Lifetime Memberships to SCEPA. Please read below about these amazing people.
Bill Weagle
Bill is considered by many as the Father of Emergency Management in Nova Scotia and the architect for what was to become SCEPA. Bill Received his Honourary Lifetime Membership and award at the 2006 AGM meeting.
Winston Musgrave
Winston was another representative of EMO who sat on the Provincial Board. Winston was not only a great supporter of the Provincial Board, but a very active and supportive member of the Eastern Region committee. Winston is now Retired. Winston received his Honourary Lifetime Membership and award at the 2007 AGM meeting.
Barry Manual
Barry Manuel has served since 1997 as the Emergency Management Coordinator for Halifax Regional Municipality (HRM). He started his public service career with the Dartmouth Police in 1978 and was that city's Emergency Measures Coordinator from 1993 - 1996, after which the former cities of Halifax, Dartmouth, Town of Bedford and Halifax County Municipality were amalgamated. His emergency-related experience includes the crash of Swissair Flight 111 in 1998, humanitarian assistance to 7,000 air travellers stranded at Halifax Airport after terrorist attacks in the United States in September 2001, and Hurrican Juan in 2003. Mr. Manuel's community spirit was honoured in 2002 when he was selected by the Metropolitan Halifax Chamber of Commerce as the inaugural recipient of its Person of the Year award.
